Can't launch neo4j-community-4.1.3 in Windows Server 2016 due to certificate error

I don't have this issue with neo4j-community-3.5.6 version.
Please let me know how to resolve the following:

D:\Neo4J\neo4j-community-4.1.3>D:\neo4j\neo4j-community-4.1.3\bin\neo4j console -verbose
File D:\Neo4J\neo4j-community-4.1.3\bin\neo4j.ps1 cannot be loaded. A certificate chain processed, but terminated in a root certificate which is not trusted by the trust provider.
