👨🏻‍💻 Add Neo4j CLI to scoop and WinGet package manager for Windows please

I use the scoop package manager extensively on my Windows 11 developer workstation to automate, and ensure consistency of, my environment setup. I use this package manager to install CLI tools for other platforms, such as:

• Digital Ocean CLI
• Microsoft Azure CLI
• AWS CLI
• Kubectl
• Python runtime
• Vim

I noticed that the Neo4j CLI isn't available to be installed by the Scoop package manager. Could you please consider distributing the Neo4j CLI tool through Scoop and the newer beta WinGet package manager?
