Is there any alternatives to store inline queries other than stored procedures provided by neo4j ?

Can someone give a explanation of Neo4j Data agnostic layer? Thanks in advance.

I have a simple doubt. Can't we write stored procedure in cypher itself and use it like other SQL databases? Is using Java is the only option we have??
