Neo4j windows installation - digital signing issue

My windows system is a restricted environment with no admin rights ,while starting neo4j on windows with bat file I get digital signing issue: \neo4j.ps1 is not digitally signed.

I cannot set ExecutionPolicy to Unrestricted as these rights are restricted in my system for current user.

What's best way to install neo4j on windows without admin rights and bypassing digital signing issue?

On Windows, it is best to run in "console mode" following the instructions here: Windows installation - Operations Manual

Otherwise. you the easiest way to run Neo4j on Windows is to use Neo4j Desktop, which makes it easy to many multiple local installations of the DBMS.
