Use systemctl {start|stop|restart} neo4j not neo4j {start|stop}

Perhaps you have another instance running?
Try: lsof -P -i -n | grep 7474 and see what it shows.
lsof -P -i -n | grep 7474
or jps
jps
and the kill <pid>
kill <pid>
