Neo4j local server starts automatically on Windows

My local neo4j server starts automatically every time I open my computer.
Is there any way I can disable this? I'm using neo4j-community-4.0.0 on Windows 10

is Neo4j configured to run as a Service? For example from from Control Panel if you search for 'Services' do you have an entry for Neo4j and is it configured as

if so, click the drop down for Startup Type: and choose something other than Automatic
