Intermittent neo4j auraDB (pro) error : Failed to establish connection to ResolvedIPv4Address (reason [Errno 113] No route to host))

Hi, I get the following error every couple hours or so when connecting to my neo4j aura DB instance.
Failed to establish connection to ResolvedIPv4Address(('104.197.20.211', 7687)) (reason [Errno 113] No route to host))
My network connection is strong and while this is happening, my nmap to the neo4j host is a success, so I know this is not an issue with my network:

The same failure repeats after a couple hours running my program. Is aura blocking my connection? How do I get around this?

neo4j.exceptions.ServiceUnavailable: Unable to retrieve routing information
Similar issue but strangely the same service connects ditto from my laptop at home. I use the following configuration - so i presume there's some address resolution issue from within pythonanywhere. Look forward to the neo4j folks for a response here. Kindly.

Am trying with the movies example on python flask and when i ported it to pythonanywhere i get this error.
i have tried suggestions from all over this site - including adding encryption ON, changing the above port over https etc. but no luck.
