Installation problem: Unable to Determine Version of the Installation

I first downloaded and installed JDK 8.
Then, I downloaded the neo4j community version 3.5.8 on Windows 10 Home.
I then extracted the files.
I then opened the Command prompt in Administrator mode.
When I change into the bin directory within the neo4j-community-3.5.8 directory and run
neo4j install-server
I get the following error:
"Invoke-Neo4j: Unable to determine the version of the installation at C:\Users\xxx\Downloads\neo4j-community-3.5.8

How do I resolve this issue?

Have you checked your SHA-Hash? I ran into the problem when the zip did not contain the neo*.jars.
