I have a pretty old DB instance running 1.9.9, I would like to upgrade to the latest version. But I did some research and found out that it is not possible directly to go from 1.9.x to 3.x or 4.x

4.x ??? 4.x is not yet released?
1.9.9 is so very old, maybe 5+ yrs old. And although you can upgrade there are so many more features in 3.5 as compared to 1.9
However you should be able to upgrade from 1.9.x to 2.2.x or 2.3.x and then from there upgrade to 3.3 and then to 3.5 if so desired

So, I tried upgrading from 1.9.9 to 2.2.0 and got this error: Starting Neo4j Server failed: Error starting org.neo4j.kernel.EmbeddedGraphDatabase

not much to go upon here. is there a logs/messages.log or logs/console.log and do the tail of each file provide more detail of the failure to start
