How to open cypher shell when Neo4j VM is in Azure?

I have a Neo4j VM in Azure. I'm a beginner with VMs and I don't know how to do to access the Cypher shell. Do I have to execute cmd lines in my desktop locally even if it is a VM ?

What do I have to do ?
