Tried to download neo4j desktop. It does not open at all. I'm using a windows 11 os. I tried reinstalling it many times but still I'm not able to open it.

Which version of Desktop did you download? Version number should be in the filename.
Do you have admin permissions? Any error message? Can you check the logs here:
