Trying my luck here because this issue had be raised multiple times (https://community.neo4j.com/t5/neo4j-graph-platform/neo4j-desktop-not-working-window-10/m-p/41432; https://community.neo4j.com/t5/neo4j-graph-platform/upon-first-opening-of-neo4j-desktop-it-gets-stuc...), but I still couldn't find a solution that works for me.
I've previously installed Neo4j desktop 1.3.4 on my offline terminal, and it works. However, any version of Neo4j desktop 1.4 and 1.5 could not work on my terminal at all. As described in the links I've provided, my screen will be stuck at the "Please choose path where you want to store application data" page, and the "confirm" button is totally unresponsive when clicked.
I've tried the suggested solution of adding "%SystemRoot%\System32\Wbem" to my environment variable, and it did not work for me. Installation works smoothly on my internet-enabled laptop so I think it could be the offline environment that may be causing the issue.
Unfortunately, I could not attached the log here as the security settings of my offline work laptop does not allow files to be transferred out of it. But if it helps, I'm manually reproducing the last few lines of the log file:
