So I would like to ask the simplest question out there. But where better to ask. In the graph academy: Neo4j-administration, managing a neo4j database I am asked to enter "bin/neo4j-admin set-initial-password newPassword" to change password. I have been having issues regarding understanding where to enter the command and how.

Could you please provide some guidance?

Open a command prompt in your computer. Navigate to the home directory of wherever you installed Neo4j. From there you'll find the bin directory and execute the command you just described.
