Yes that has not changed. You can still read those docs with the version selector.

You can use the version picker in the official documentation to find equivalent pages for previous 3 releases. Prior to that you can manually change the version in the URL, such as https://neo4j.com/docs/operations-manual/3.1/configuration/usage-data-collector/

Specifically for UDC, it has been at the above URL structure since 3.1, but for the v3.0 docs it was here: https://neo4j.com/docs/operations-manual/3.0/deployment/post-installation/#usage-data-collector

We had a different URL structure for all documentation prior to v3.0. The UDC content for 2.3.3 is here: https://neo4j.com/docs/stable/usage-data-collector.html
