Making a database offline (Neo4j version 4.0.0 enterprise)

I am looking to for mechanism to make the database offline so that no user can access or modify the data in the database.

If you go to the Neo4j Desktop application settings, you can enable offline mode.

You can stop the database in 4.0

Or remove the permission grants for the other users.
