I tried manually installing apoc plugin by placing the jar file in plugins folder without any success. I have tried to disable offline mode by unchecking the box in settings. As I am using a proxy, I have also tried configuring it on neo4j but it doesn't work while my chrome browser works fine. I am attaching a link to the log.log file for reference.

I am running into the same error:
[error] RequestError: socket hang up

Hello,
As a first step, make sure that the version of APOC is one that is compatible with the version of Neo4j you are using. In addition, if you are installing the JAR file into plugins, then you must also make sure that it is properly sandboxed in neo4j.conf:
dbms.security.procedures.unrestricted=apoc
You should not need to be online to use APOC.
