Neo4j Start Issues Local Certificates

Hello,

I recently downloaded Neo4j on my machine but it does not allow the DBMS to start locally.

It throws the error and in the Logs it says:

UNABLE_TO_GET_ISSUER_CERT_LOCALLY'

There is another thread where the exact same issue occurs but it is never resolved:

Any update on this issue?

My java and powershell are both up to date as well.
