Did you try to open Neo4j browser and change it there?

yes, but it always tell me: Neo.ClientError.Security.CredentialsExpired: User is required to change their password

Hmm, odd. But you have permission to the database? Is this on Neo4j Desktop or a server?
You can try to remove: data/dbms/auth file and then bin/neo4j-admin set-initial-password "new-password"
