Issue Installing Neo4j Desktop on Amazon Workspaces

I am trying to install Neo4j Desktop 1.4.9 on an Amazon Workspaces Virtual Windows Machine running the latest version of Windows 10. I have PowerShell 5.1.19041.1237 installed.

During installation, the application always hangs at the "Looking for Neo4j" step. If close Neo4j and restart the application, it hangs at the same place.

I have run the Neo4j install numerous times for both an individual user and for all users. I have also completely removed Neo4j prior to reinstalling. Nothing helps.

I really need to run Neo4j on Amazon Workspaces. What is causing this issue, and how can I find a workaround so I can run Neo4j Desktop?
