What browser are you using? If using Chrome, can you provide a screenshot with the console open (control + shift + i)? Could be a number of reasons but there might be a useful error message there.

Though for starters -> it should not be bolt://localhost if you are not connecting to a locally hosted graph but one in the cloud.

For python, does it provide an error message? bolt://IP should work.
